Jon Moss, Executive Director of the IHBPA (representing the Thoroughbreds), commented on the I-Gaming Bill (allow casino gaming on-line); he spoke against I-Gaming to the sub-committee; the sub-committee passed the Bill and passed it on to the State Government Committee; the IHBPA and ϲʿ are against this Bill and hope to stop it it doesnt make sense for Iowans. Mr. Palmer thanked the IHBPA for backing PM on this it is not good for the community or ϲʿ. Lobbyist Report. Mr. Skinner reviewed the February 2022 Legislative Update: HSB 604 I-Gaming. We knew this was Bill was coming; the sub-committee passed the Bill and sent it to the State Government Committee; the first funnel is two weeks from tomorrow, and the Bill needs to be debated by then; he and Mr. Moss spoke against this Bill; Mr. Pursley, Vice President of Security has been providing information; in New Jersey and Pennsylvania, I-Gaming is cannibalizing brick and mortar its difficult to track with COVID; we asked the committee to take time to study the Bill; some casinos support the Bill as it would increase revenue ϲʿ is urging to take this slow. HSB 578 Gaming Omnibus. There are several parts to this Bill: Expansion of Sports Betting to include E-Gaming. E-Wallet allows a guest to fill their app while on the gaming floor. PM Board Meeting February 2, 2022 Liability protection regarding errors in collecting debt. A new provision required an occupational gaming license for all employees it was amended to only employees in gaming operations. HSB 614 Sports Wagering Tax Receipt. Funding for tax revenue; there is $13 million in the fund; the Bill requires the money go to the County Endowment Fund for those counties who dont have a casino. SSB3074, HSB 551, HSB 626 Tax Bill. Increased wages to reflect the market; first full year of the employee Incentive Program COVID interrupted the plan in 2020; remain COVID aware by mandating facial coverings for all guests and employees; 93% of our employees are fully vaccinated and boosted; over 800 employees took a Human Trafficking course, and this was done in two weeks or less. Ms. Castelline thanked the Board for it support and leadership. Mr. Radia commented that this is a great report. Staff Report. Cheryl Tuttle, Director of Finance, reported: She started in July 2021, and is enjoying being at PM. Prior to coming here, she worked at the DM Arts Center for 14 years, and has worked for KPMG and Easter Seals. She is the President of the Downtown Chamber. The departments reporting to her are: Financial Accounting (General Ledger, Accounts Payable, Horsemens Bookkeeper) and Gaming Revenue (Compliance and Gaming Revenue Auditors); these 15 employees ensure efficient and accurate financial statements and that bills are paid on time; Finance and Accounting are virtually paperless now. The General Ledger Team is responsible for reconciling 14 bank accounts daily; does cash flow analysis and projections; does 5,000 journal entries a year, and her goal is make this more efficient with less entries; closes the books quickly after the end of a month; tax compliance, and annual external audit. PM Board Meeting February 2, 2022 Accounts Payable Team ensures timely and accurate payments to over 1,000 vendors and 4,300 checks, with over $35 million in total payments; has implemented a digital approval process theres no paper floating around for approvals. Gaming Revenue Team reconciles and audits gaming activity and the internal banks; accounts for jackpots and reporting of W2Gs; tax compliance; Title 31 compliance. orseHHorsemens Bookkeeper pays purse and supplement awards - $23 million in 2022; pays jockeys on behalf of owners/trainers; oversees claims with stewards; this is a like a bank for the horsemen and is heavily regulated. Mr. Radia said PM is a big operation and Ms. Tuttle does an excellent job there are a lot of transactions and compliances; thank you to Ms. Castelline and Ms. Tuttle - the external auditors have found no adjustments due to the quality of our report. Presidents Report. Mr. Palmer reported: PMs charge is to lessen the burden of government: Polk County Profit Sharing. 2019 = $10 million; 2020 = $7.2 million; 2021 = $11.3 million. $117,000 distributed from the Sports Book. City of Des Moines Profit Sharing PM pays 2/3 and Polk County pays 1/3. 2019 = $4 million; 2020 = $2.9 million; 2021 = $5 million. Des Moines Schools Profit Sharing. 2019 = $750,000; 2020 = $525,000; 2021 = $861,866. Des Moines Partnership. 2019 = $330,000; 2020 = $230,000 due to COVID; 2021 = $330,000. Legacy, Community Betterment, and Youth Sports Grants. Staff recommended to the Finance/Audit Committee on Monday $8 million for 2021; last year, the amount was $4 million. PM gave back $37.8 million to the community in 2021; Payroll $48 million; State Taxes $52 million; Property Taxes $462,116 Polk County pays the first $4 million. Since 1996, PM has given back $2 billion to the community. This is a wonderful story, and PM is a great asset to the community. Salvation Army Kettle Campaign they reported it had its best two hour campaign ever at PM. Valentines Day weekend will feature specials in AJs, Friday through Monday; he has reservations on Sunday and has challenged the executive staff to come out on one of those days. With promotions on Sundays, AJs will be open noon 6:00 p.m., with a new menu. January brought snow storms and cold weather; we know it will be a challenging year with the budget; January ended as the best one in history thats a great start to 2022. Mr. Radia congratulated staff on a great year; gaming taxes were significant and were distributed throughout Iowa; the primary purpose for PMs existence is economic development and philanthropy; thank you to PMs management. Ms. Simon asked how the $8 million for grants will be determined and Mr. Radia said there will be a recommendation from the Grants Committee for the March Board Meeting - hell call and discuss this with Ms. Voss. PM Board Meeting February 2, 2022 Committee Reports Finance/Audit. Mr. Chittenden said the committee met on Monday, and received an Internal Audit update from Kent Shirley it was a great report, and heard a detailed Financial report from Ms. Castelline it was very impressive; discussed Grants and set asides for future capitals. Mr. Palmer said staffs recommendations to the committee were: Charitables: $8 million and Set asides: MEPS Study $12.9 million, Future Capital Reserves $2.4 million, Master Plan $10 million; and for the first time, Purse Allocations $23,400,000 with COVID, we were obligated to pay purses if we were open or closed, and we thought it would be best to escrow upfront. Mr. Palmer said we have the hotel remodel coming up, and weve already saved the $12,600,000. Mr. Radia said, with the year weve had, setting aside money for capitals to keep the facility up-to-date is needed to continue to serve our guests; the Finance/Audit Committee received and approved the recommendations; there are a lot of unknowns; the allocation was done intelligently, and the committee appreciated the work that went into the recommendation; at the March Board meeting, the Grants Committee will make a recommendation on the split of the $8 million; congratulations to Mr. Palmer and the team for an exceptional year, and for starting January as the best one ever in spite of the weather. Mr. Radia said Mr. Flynn reported to the committee on legal issues it was a clean report, and thats exceptional for an organization as big as this. Facilities. Mr. Irving said the committee did not meet. Human Resources. Mr. Radia said the committee did not meet, but the Incentive Plan for a bonus was done in a formal format, and the amount was approved by the Board in December; payout will be February 11; Mr. Palmers evaluation and Incentive will be on the March Agenda.
